V. Inez Archibald took office on Monday September 15 as Deputy Governor of the Virgin Islands. During her first day in office, Archibald met with His Excellency the Governor David Pearey and was introduced to staff of the Deputy Governors Office. Archibald is the second woman and the fourth Virgin Islander to hold the post of Deputy Governor since it was established in 1977. Her appointment by the Queen was announced in late August by Meg Munn, the UK Minister responsible for the overseas territories. Archibald, who is 63, has had a long and distinguished career in the public and private sectors. She is the former CEO of J.S. Archibald & Co., Director of J.S. Archibald Trust Services, and Managing Director of Jipfa Investments Ltd., a property development company. Archibald has also served as a member and chairman of the Public Service Commission, and as a member of the Judicial and Legal Services Commission, the Income Tax Appeal Board and the Board of the Family Support Network. Most recently, she was the first woman to serve as Speaker of the then-Legislative Council, from 2003 to 2007. Archibald holds a Bachelors Degree in Economics and Business Administration from Rollins College in Florida, a Masters Degree in Religion from Stetson University in Florida and a Masters Degree in Divinity from Emory University in Georgia. She is married to Dr. J.S. Archibald, Q.C. and has three adult children. She succeeds Ms. Dancia Penn, who demitted the office of Deputy Governor in March 2007. Former Deputy Governor Elton Georges, served in the interim between Penns and Archibalds substantive appointments. The constitutional functions of the Deputy Governor are to assist the Governor in the exercise of functions related to his areas of special responsibility; to assist the Governor in the exercise of other functions; and to perform other functions, not of a ministerial nature, which may be designated to her.
